The challenge
Three overlapping crises — extraction, contamination, and governance
Gurugram draws water from aquifers that recharge slowly — over decades, not seasons. Groundwater is the primary source for over 60% of Gurugram’s domestic and commercial water supply, yet extraction far outpaces recharge. The 1882 Indian Easements Act still grants landowners an implicit right to extract unlimited groundwater, making regulation extremely difficult. Despite being classified a CGWA dark zone in 2008, borewells continue operating largely unregulated — “the classification changed nothing,” environmental observers note.

⚠ What more is needed
Gurugram needs a binding aquifer-level management plan with real-time monitoring data publicly accessible. All rainwater harvesting structures approved under building permits must be inspected and certified functional. The Gurgaon Water Forum’s recommendation for a dedicated water governance body — independent of MCG and GMDA — deserves serious political consideration. Enforcement against illegal extraction must start now.
